New Requirements for 2023-2024
Only for Parents and Guardians who have not completed the requirements for Assistant Scoutmaster (ASM) or Committee Member.
Parents who are only Merit Badge Counselors (and in no other leadership position) must complete the Parent Registration Process.
No More “72 Hour Rule” (Parents or guardians prior to 2023 registration did not need to complete the Registration Process & Fingerprinting until they had 72 hours of volunteering).
All parents who wish to partake in any events will be required to complete the following training and be fingerprinted.

Youth Protection Training (YPT) is an online module training that is administered by Scouts BSA for all registered parents in the United States.
CA Law: AB 506 Training is a result of a recent bill (AB 506) that was passed by the State of California requiring volunteers and staff of Youth Service Organizations to complete training in child abuse and neglect reporting and undergo Live Scan background checks.
AB 506 goes into effect on January 1, 2022. All registered BSA volunteer positions and employees including camp staff must comply with AB506. In addition, other volunteers who are 18 years of age or older and who have direct contact with, or supervision of, children for more than 16 hours a month or 32 hours per year must complete a Live Scan background check (the digital version of inked fingerprinting) and complete online mandated reporter training.
VIRTUS Training is required by our Charter Organization of St. Joseph Catholic Church. The Archdiocese of Los Angeles mandates all clergy, staff, whether paid or volunteer, and all volunteers who work in any capacity with or around children, the elderly, or people with special needs to complete the initial three-hour VIRTUS® Protecting God’s Children for Adults™ program.
Adults will need to complete the following items to be able to attend any Scouting activity.
Fill out an Adult BSA Application.
Pay a $75 yearly registration fee.
Complete the following training prior to submitting your registration form and registration fee.
Youth Protection Training (Online)

Fingerprinting & Background Check (Needed for both AB 506 and Virtus Training)
Download and take form BCIA 8016. It is critical that you use the LBAC Council's form, as it includes LBAC’s routing information for your background check.
The LA Archdiocese offers fingerprinting services when completing your fingerprinting requirement for VIRTUS Training. You may also bring the LBAC Council's form to route both locations at one Live Scan Service. https://lacatholics.org/fingerprinting/
If you use another provider of your choice you will need to pay a Fingerprint rolling fee of $20-$40 and an FBI Background Check fee ($17).
Turn in the Application to the Membership Coordinator, Robyn Ames-Woodyard Robyn.Ameswoodyard@gmail.com, with attached copies of both AB506, VIRTUS, and YPT certificates and the $75 fee.
